When dealing with new housing developments, there will always be an element of negotiating with local authorities and planners. Undertaking planning viability studies allows developers, property owners, architects and quantity surveyors to illustrate that the plans of a development are sustainable and that contributions made under a Planning Agreement are at an appropriate level. As the development of plan policies is an ongoing process, it is important to factor in the local economic conditions and market realities when testing the viability of a project.

Generally speaking, an Enabling Development is when a development is contrary to Local Plan policies, yet is able to secure a sustainable future for a Heritage Asset for the benefit of the wider community thereby justifying the approval of the project.
